Aid & Attendance Benefit

Wartime veterans and their surviving spouses, 65 years and older, may be entitled to a tax-free benefit called Aid and Attendance provided by the Department of Veteran Affairs.

The Benefit is designed to provide financial aid to help offset the cost of long-term care for those who need assistance with the daily activities of living such as bathing, dressing, eating, toileting, and transferring.

American Veterans Aid, a private company, is dedicated to helping war era veterans and their surviving spouses receive this Benefit which they so deserve.

What Does the Benefit Mean to You?

      • With the benefit in hand, you are able to afford the care you need.
      • You never have to pay it back and it is completely tax free.
      • Like Social Security, this pension is dependable and is paid directly to you by the Department of the Treasury.
      • This benefit can be used for in-home care, board and care, an assisted living community, and private-pay nursing home.

The Aid & Attendance Benefit

The Department of Veteran Affairs offers a special benefit to war era veterans and their surviving spouses called Aid and Attendance.

This is a tax-free benefit designed to provide financial assistance to help cover the cost of long term care in the home, in an assisted living facility or in a nursing home.

This Benefit is for those veterans and surviving spouses who require the regular attendance of another person or caregiver in at least two of the daily activities of living such as bathing, dressing, eating, toileting, and transferring.

Eligibility Requirements

      • Must have served at least 90 days of active duty with at least one day during a period of war.
      • Must have anything other than a Dishonorable discharge.
      • A surviving spouse must have been married to the veteran at the time of his passing.
      • Must require the assistance of another person to perform some of the daily activities of living.
      • Must meet income and countable asset criteria established by the VA.
      • Must be 65 years and older or totally disabled.

Eligible Periods of War

World War II: December 7, 1941 – December 31, 1946, inclusive. If the veteran was in service on December 31, 1946, continuous service before July 26, 1947, is considered World War II service.
Korean conflict: June 27, 1950 – January 31, 1955, inclusive.
Vietnam era: The period beginning on February 28, 1961, and ending on May 7, 1975, inclusive, in the case of a veteran who served in the Republic of Vietnam during that period. The period beginning on August 5, 1964, and ending on May 7, 1975, inclusive, in all other cases.
Persian Gulf War: August 2, 1990, through date to be prescribed by Presidential proclamation or law.

Statewide Medicaid Managed Care (SMMC) – Long-term Care Program

In 2011, the Florida Legislature created a new program called the Statewide Medicaid Managed Care (SMMC) program.

There are two different programs that make up the Statewide Medicaid Managed Care:

      • The Long-term Care (LTC) Managed Care Program
      • The Managed Medical Assistance (MMA) Program

Medicaid recipients who qualify and become enrolled in the Statewide Medicaid Managed Care – Long-term Care program will receive long-term care services from a long-term care managed care plan. Medicaid recipients who qualify and become enrolled in the Statewide Medicaid Managed Care – Managed Medical Assistance program will receive all health care services other than long-term care from a managed care plan.

What does the Statewide Medicaid Managed Care program do?

Medicaid recipients will receive their long-term care services from a managed care plan. These managed care plans will cover long-term care services only and do not cover medications, doctor’s visits or other healthcare related services.

All long-term care managed care plans offer the following services:

      • Assistive Care Services
      • Assisted Living Facility Services
      • Attendant Care
      • Behavior Management
      • Caregiver Training
      • Case Management
      • Home Accessibility Adaptation
      • Home Delivered Meals

      • Hospice
      • Intermittent and Skilled Nursing
      • Medical Equipment & Supplies
      • Medication Administration
      • Medication Management
      • Nursing Facility Care
      • Nutritional Assessment and Risk Reduction
      • Occupational Therapy
      • Personal Care
      • Personal Emergency Response System
      • Physical Therapy
      • Respiratory Therapy
      • Respite Care
      • Speech Therapy
      • Transportation

The state will send Medicaid recipients a letter notifying them as to whether or not they are required to enroll in Florida’s Statewide Medicaid Managed Care – Long-term Care program.

Note: The Statewide Medicaid Managed Care program will not change Medicare benefits.
